Kenya ranked top in ICT regulation in Africa

A United Nations agency has ranked Kenya’s ICT regulatory ecosystem as the most progressive in Africa.

According to the latest edition of the International Telecommunication Union (ITU) ICT Regulatory Tracker, Kenya scored 93 points—an improvement from 92 in 2023—placing it at the top in Africa for best practice ICT regulation.

Globally, Kenya was ranked 20th out of 194 countries assessed.

“This ranking is a clear testament of the excellent work that CA has done in spearheading Kenya’s digital transformation and driving digital access for all,” said Steve Isaboke, Principal Secretary for Broadcasting and Telecommunications.

“At 25, CA’s regulatory regime has attained maturity and gained global recognition.”

Nigeria and South Africa followed in second and third place respectively, with 92 and 88 points.

Other countries in the African top ten included Malawi, Egypt, Rwanda, Morocco, Uganda, Burkina Faso, and Senegal.

Italy led globally with 100 points, followed by Lithuania with 99.5.

Finland and Ireland tied for third place with 99 points.

The ICT Regulatory Tracker is an evidence-based tool for decision-makers and regulators that highlights the strength of regulatory frameworks amid a rapidly evolving digital landscape.

In its assessment, the ITU considered the design of national regulatory authorities, the scope of their mandates, existing regulatory regimes, and the strength of competitive frameworks in member countries.

Following the assessment, the ITU rated Kenya’s ICT regulatory framework at the apex level of advanced fourth generation (G4), acknowledging the country’s competitive and inclusive regulatory environment.

Isaboke also commended the efforts of the regulator’s personnel, stating: “This ranking shows that CA staff and leadership are executing their work diligently.”

The recognition comes as the Communications Authority of Kenya (CA) prepares to celebrate its silver jubilee as the national ICT regulator.

Director General David Mugonyi noted that the accolade arrives at a significant time for the Authority.

“This achievement underscores Kenya’s position as a leader in ICT regulation and innovation in Africa, a testament to the Government’s commitment to creating a robust, technology-neutral regulatory environment that supports innovation, affordability, and access,” he said.

The CA’s facilitative regulatory regime has enabled widespread connectivity across the country, supporting consumer choice and access to ICT services for both citizens and businesses.
