AfDB backs Mission 300 energy compacts with $3.9m support
Phase II builds on AESTAP Mission 300 Phase I, approved in December 2025, which provided about $1m to establish and strengthen CDMUs
The project, known as AESTAP Mission 300 Phase II, aims to help African countries translate policy commitments into actual electricity connections for households, schools, hospitals and businesses.
Energy Compacts are national plans outlining how governments will expand electricity access, reform power sectors and attract investment.
Dozens of African countries have launched compacts over the past year, backed by political commitments and development partner pledges, said the AfDB.
Phase II funding for Mission 300 countries
Thirteen countries will receive direct support under Phase II: Chad, Gabon, Tanzania, Mauritania, DRC, Kenya, Nigeria, Madagascar, Ethiopia, Malawi, Lesotho, Namibia and Uganda.
Over the next 24 months, the project will focus on improving electricity regulation, planning frameworks and tariff structures to unlock investment and speed up project implementation.
The programme will also work to strengthen power utilities, helping them improve operational performance, deliver more reliable electricity and reduce technical and commercial losses.
AESTAP Mission 300 Phase II will support data, research and peer learning, including through tools such as the Electricity Regulatory Index and regional energy forums.
Fulfilling Mission 300 energy ambition
The initiative will embed expert advisers within national Compact Delivery and Monitoring Units (CDMUs) to help governments in Africa coordinate reforms and track progress against targets.
Wale Shonibare, Director of Energy Financial Solutions, Policy and Regulation at the AfDB, said countries had made “bold commitments” through their energy compacts, adding that the new support would help ensure “more households, entrepreneurs, and communities actually get electricity”.
Phase II builds on AESTAP Mission 300 Phase I, approved in December 2025, which provided about $1m to establish and strengthen CDMUs.
The new phase will be implemented in coordination with Mission 300 partners, including the World Bank, national governments and development organisations.
